if the seller allows you to stress test/benchmark,etc. the card like on msi kombustor or 3dmark11  b4 paying him/her the money..then do that and compare the scores online.

also check the temps..damaged chips tend to run hotter bu atleast 8-10C.

i am from india too(mumbai),so add 5C to the idle/load temps the official website mentions,cause in india the weather can be a bit harsh(unless u r from the the northern states)

so,

1.benchmark,stress test and compare online.

2.check temps.

3.i am not sure about this,but it would be a good idea to check if the capacitors are fixed properly(if they are loose,u may run into problems later)

A computer will WAY outperform a console. And, you can always hook up your computer to your TV and enjoy much higher graphics on the same size screen as your console.

There are three things you might need:

Graphics card

as has been said, 6950 and 560ti are both good options. you said you could get a deal on a used 2gb 6950; i would go with that. as was said, test the card by running benchmarks on it to ensure stability, and also to compare the scores (and temps) to scores/temps listed online to ensure full function.

CPU cooler (if you want to OC your cpu, which is not necessary, but will probably increase game performance by a few fps)

the hyper 212 plus recommended earlier is the best budget cooler i know of, but i don't know how much it would run you in india.

better PSU (if you are going for 6950 or 560 Ti. 6870 and 560 won't require a new psu)

when i put in q8200, 2 hdd's, 4 ram sticks, and a 6950 (and i also added 3x 120mm fans and 1 PCIE and 1 PCI card just in case) it gave me a recommended power of 442 watts (446 watts with a 560 Ti).

granted, amperage is the most important thing, not wattage, but in a pinch, your current psu would most likely work. i like to aim about 25% better than the recommended amount, though, and honestly, it would be a good idea to upgrade to a 600 watt or greater psu.

I live in india.

a hyper 212+ in india costs around Rs.2200-2800(US$45-US$55)its almost  double the cost it sells in the united states,cause retailers sell it at a higher price so that we will go for the indian brands hence earning them more profit both ways(burn in hell u retailers).but the price difference is only for after market coolers and peripherals like keyboard,mouse,etc.

PSUs sell  at more or less the same price.

as for PSU,if u r tight on budget,go for Zebronics.Its an indian brand and very reliable with good service(atleast in mumbai).

pricing roughly differs by 100W.meaning a 600W zebronics psu will have the same cost as a 500W cooler master.

many of my friends including me are using zebronics and we havent had any problems with it.u might want to go for the PRO or platinum series as it has 2X6pin and 1X8pin plug just in case u may want to x-fire or sli in future.

 

again as i have said in the earlier post and as macsters and others have said,if the benchmarks for the used cards are good,buy it.
