It's really as simple as this:

I have the same issue. It's quite annoying. When I hit up to scroll through my history, characters get stuck at the beginning of the line. They don't affect the commands being run, but it's ugly. It also gets in the way of readability. I'm using Urxvt and I've seen the issue in PuTTY sessions as well.

just tested it in xterm - same bug. So it must be a bash thing.
