Customize most of it through the control center. its KDE 3.5.8 though and not 4.0

Distro is Arch.

Oh. I thought it was 4.0 because of the icons and stuff lol... tsk tsk, the things you can do with Linux...

Yeah, well with 4.0, I saw zero options for customizing the panel and most other settings.

The problem with most (all) Linux GUIs is making it easy for the user to edit various components.
Example: GNOME has issues with panels (customizing spacing, etc,.) and desktop grid customization. KDE 4 specifically has no right-click menu entry that opens a window to customize the toolbar. And is it even possible to add shortcuts in XFCE. The developers need to take time and actually program GUI interfaces that change certain internal variables.

Or maybe it's just me...

are you using istanbul for your screencast?
the glitching is just the fact that screencasts can't really catch 3d and transparency all that great. i've had better luck using gtk-recordmydesktop, you can change the fps, quality, sound, etc.
