It's because the canadian government doesn't want the same stuff that goes on in the states. Where anyone can open an internet, cable, phone company and create competition.
Apparently the canadian government doesn't want this to happen. They want to keep control of who can operate what business and these guys PAY the government to operate services too. Which is why companies like Rogers have a majority in Ontario. They essentially have hookups within the government and can buy their way in...
I think it's total crap and anyone should be allowed to open a ISP, cable or phone company. But what do you expect it's Canada... we just bend over and take it straight from the government up and down and around and around like the next guy!
