Wondering if anyone has used this fan/hs before and if it did a good job at keeping cpu cool under OC. Also wondering if it will fit in a mid size tower ok.

ive got one of these in a build and it handles a Intel Q9400 at 3.8ghz quite well. and id imagine that since it has more surface area and its over all mass is higher it would perform better. and im also pretty sure this will fit in a Mid Tower case because thats what mine is in now.

I ran a V1 on my e6600 and my e8400 for a few years. It's a fine cooler -- had my e8400 oc'd by 1GHz on it without issues. As stated above, there are probably better air coolers now, but for under $50 it's not bad.

The 212+ with the second fan would be a fine choice. What do you mean by decrease?
