Your 6970 isn't bottlenecking your system, your system is bottlenecking your 6970.

I have a Q9550 @ 3.6ghz. Its at about 70-80% load when playing and my single 6970 is at 100%

Wow, that's a pretty huge overclock. Solid results though.

Well guys, I went for the Sapphire 6970. Installed it and it runs single player perfectly on high...

but on MP, in some of the bigger maps... I'm getting as low as 26 FPS, 40 tops.

What's going on here?

I guess your CPU and memory are the bottlenecks.
What's your CPU and GPU utilization while playing BF3?

I had my Q9550 @ 3.91GHz on my old 780i SLI motherboard. For an E0 3.9GHz isn't that impressive either, 4.1 to 4.2 GHz is great for an E0 Q9550.

The Q9550 will be a bottleneck for your 6970 though.
