Safe voltage for 24/7 use?

Whats the safest voltage to use for 24/7 use like folding or downloading.
I would like to run my cpu at 1.45 volts for 4ghz, is that safe?

1.55v max for 24/7.

You still have some headroom for the voltage.

I have a stock cooler at 3500 rpm but as tempature goes up it reaches 4500 rpm

I agree with 1.55v. I've heard of people using that voltage for years without degradation. Also, it's the voltage I use. Just keep the temps in the right range.
