Even $300 and less you have the Core 2 Duo's which would still be good for him. He isn't doing any gaming he said. Just word processing, Surfing the web and taking notes.
I also don't see how a Mac would be a good choice just for simple things like that. Paying well over $1200+ for a laptop to do simple things a Tablet PC/Tablets or even a Netbook could do for around $400. It's also light and easy to carry.
Could you post a link of a good $400 Tablet PC? Something with Windows 7.
Also a good Netbook that you would recommend.
I bought my wife a Lenovo x220t, but it was around $2,100. I also have an HP TM2T from work. At the time it costed $1,500. The HP is junk though and would not recommend it. We also had an fairly nice Asus 1018P Netbook. It was around $450 new. It was just so slow that we sold it. It was awesome and light, but held back by the processor. But I believe there are faster net books now.
Just throw up a few examples so that the OP has something to choose from.
