reseat the heatsink. clean off the thermal paste and reapply and reseat.

my load temps are lower than your ambient. something is definitely wrong.

Yes, that is completely normal, although a little higher than I would expect given your cooler.
Something that would be worth trying: Take off the cooler, clean all the TIM, then use some real good compound like arctic silver 5, using either the small dot method or the vertical line method (It's what Arctic Silver recommends, and it works great). Put the cooler back on and be sure to tighten it down enough. I know its a lot of work, but it might be worth it.

I actually use this same board an cpu setup. I've run 5.0ghz fine with 1.42 vcore, and I kept a stable 4.6 at 1.34. My temps haven't gone over about 70 with my Thermaltake Frio. I'm going to say it's probably your thermal paste or your choice in cooler. Try cleaning and reapplying the paste, and if that doesn't help, it's time to look for a better cooler.

My idle temps are about 31*. Ambient is only 25*.

I have my 2600k oc to 4.5ghz with 1.32 vcore and my idle temp 30c and load low 60's never hit 80 on prime

That Vcore is Not High for that range of OC.
I'm so sick of people thinking everyone has Super chip that can do 4.5ghz at 1.25 volts. The reality is majority of 2500k's need around 1.29-1.35 vcore give or take to reach 4.5ghz.
