2500k is a good chip to start ocing. Pretty easy. But if you just want to get the simplest start, begin ocing your gpu. This will introduce you to the 2 most important parts of ocing. Clocks and volts.

Begin by overclocking my GPU?

Can I overclock other things such as my CPU, RAM, MOBO, PSU, HDD?

Welcome!
If this will be your first build my first concern would be getting the Hyper 212+ mounted properly using some good aftermarket paste. Not hard, but worth reading about.
First get your new system up and running. Download some good temperature monitoring software and run it while gaming, stress testing, etc.

This will tell you if your cpu temps are good - then move on to overclocking. Others can tell you waht good temps are for a Hyper212+ (don't own one).

Have fun and don't rush it.

Yes begin with gpu. Learn things like temp limits and voltage limits, as well as the fundamentals of ocing such as volts and clocks. Gpus allso take the shortest amount of time to stress test for stability (a process in which you make sure that your oc is "stable").

You cant oc a mobo, unless its the northbridge on am3.

You should second, oc your cpu. A bit more challenging than the gpu, but still not too bad. This is pretty much the same, except there are dozens of power saving options in the BIOS that will seemingly make you bsod unless you do a special dance. That part may annoy you.

Dont bother with ram, unless you bench, or its just for fun.

Only jesus can oc his hard drives.

Only satan would even think about an idea such as overclocking a psu. (Boom)
(No, you cant oc a psu)

I see. This is definitely my first build.

I've had everything but the HDD in my room right next to me for about a week, but with the floods in Thailand, I spent a few days tracking down an F3 that's price wasn't affected by the flooding. I plan to get the F3 on Tuesday, then the build can commence!

Also, do you recommend I actually buy thermal paste? The 212+ came with thermal paste pre-appled and with another tube of it. Do you advise that I buy a different one anyways?

What are the average overclock rates for a 2500k and a 6950 (hopefully unlocked to a 6970)?

And as Satan, not only will I overclock my PSU, I will also overclock my case.

Not sure about your gpus oc rate, but most 2500ks will get to 4.5ghz with ease (unless you are unlucky like me, then its the limit).
