pc- low settings with mod tools
xbox - low settings w/out mod tools

I would just pick the PC version, you will be able to do alot more with it.

I wouldnt upgrade the CPU, if I had the choice of either a GPU or CPU. I would get a 560ti/5850 over a CPU upgrade instead for gaming, and you will notice a substantial upgrade.

Then you can get a CPU + mobo upgrade in the future.

Hell no, the games suck on consoles without mods. And his PC will run the game fine. Maybe not max, but the graphics will be better then on the consoles anyways.

No. Even at the lowest settings it will be better than the Xbox version.
If history is anything to go by. Skyrim Will have a crazy amount of game breaking bugs at launch. On PC people will be able to release unofficial patches to make it playable. Xbox won't have that.

well at your resolution, i would assume medium at 35-40 ish. but this is just peculation as no one has the game yet.
