As already said above, they should be running at roughly the same usage. Its not your cpu that causes what you are seeing

I said that because I had a 590 on a computer with a Phenom II that was bottlenecked at 80%

And it is most likely a driver issue, my 6970's and 6990's have been acting up since the last game update.

Yes, it's supposed to use them very close to equally, no it doesn't 'use one up then the other', and no a cpu-bottleneck will not cause that effect. It's a problem with the game, the drivers, or both. I would try re-installing your drivers, and keep checking AMD's site regularly for new drivers or crossfire update patches. Also, you're not trying to run in windowed mode, right? Because xfire and windowed mode don't get along well.

All of this be fact. ^

While using strictly the 11.10 Preview 3 drivers my CF setup would also do 100% / 20%. Installed the latest CAP 4 application profile. Restart and now both of my cards are in the high 90% utilization area.
