That's just the way it goes unfortunately. Some CPUs' simply OC better than others. It seems as though you've found the point at where it just needs tons of voltage and even then is not stable.
It reminds me of an Opteron I had, would OC 700MHz with almost adding no voltage (1.8 to 2.5), but to get it to go another 100MHz required tons of voltage. When in the same right, a member had the same model Opteron that could hit 3.0GHz no problem with .05v over stock.
It just matter where on the wafer the chip was. Typically the closer to the center of the wafer the better they OC.
