Weak PSU causing Lags/Low FPS?

So, i just installed a GeForce GT430 PCI into my old pc, which has a Intel P4 HT 2.8GHz, 3.5GB RAM, XP. The recommended PSU watts printed on the box is 300W. My pc has 220W, and i believe this is what's causing it to lag, have low fps etc. Windows 7 should run fine on this pc, but when i installed this card, windows 7 lagged, music was playing in slowmotion, but it didn't do that before installing it. Games like CS1.6, which this PC should handle 100FPS constantly, drops down to 50/60fps (i'm using a 100Hz CRT, so this is a big problem) I tried playing MW2 at different resolutions, ranging from 640x480 > 1920x1080, no difference in FPS, their all the same. I don't know what to think, but since it can't even run CS 1.6 at 100FPS constantly (i could do this on a P3 733MHz, 512MB RAM, GeForce 2), i believe the card isn't getting enough power to run properly. Sure the CPU is old, but it shouldn't be this bad! So what do you think? New PSU or not? I appreciate your thoughts.

The PCI buss or special drivers are most likely causing the issues.

A PSU won't cause an issue like this.

That card pulls practically no power, so it shouldn't be the PSU. Just restart your computer and see if counter strike works again. And is that actually 3.5GB of RAM or is it 4GB and reads as 3.5GB cause you have 32 bit? Cause I've noticed that a 2GB + 1GB is faster than the "3.5GB" (2x2GB) i don't know why

You should upgrade your PC though.. don't expect high fps with this pc :/

This is not my main pc. Also, this pc is capable of having high fps in these games. There's something wrong, that's it.

Your problem is an ancient CPU, a low-end card, and a slow PCI bus.

Makes no sence. A graphics card for 80 bucks that barrely can handle a game using an engine from 1998. What a ******* waste...

Probably a slow PCI bus bottlenecking the card?

i think its the pci bus bottlenecking you. maybe get a new motherboard?
