Umm ... Hyper 212+ is pretty good for the price.

Your best bet is:
i3-2100
H61 board
6850/6870

You should be able to get that if you shop for deals / used / open box!

Iv seen cpu coolers that are really good like the 212+ for 25.. and good ones like the noctua for 60 on sale.. not sure where you're getting those numbers.

You'll be able to find a decent video card for about 80-90 on cg or check the newegg openbox every day really late and see if you can snag a deal from there. I got my MSI TF2 580 from ebay the SECOND it was posted there for 350, so if you look often enough you're bound to get a deal.. especially when people post late at night/early morning.

right, so in that case would a x4 which is on a dead socket (Am3) vs i3 (1156) also dead socket, which would be better considering they can both oc to ~4ghz and will run me the same amount of money?

Hows about this combo?

Edit: I know it's just over the upper limit of your budget, but it seems pretty balanced. You could always just get a dual core athlon II or a lower end GPU to bring it within budget. Has anyone even considered and APU/Llano build for the OP? I'd let him get some entry level graphics and upgrade later if the need arose.
