PSU takes a while to boot up (TX650W)

I tested out this new PSU (TX650W) with my old GPU (ATI HD 4650; before I changed to the GTX), and compared to my old PSU, the very first screen the computer boots up into (it will read your RAM, HDDs and let you press a key for BIOS) will take about 6-8 seconds to come up.
It only used to be about 2 seconds with the old PSU.

Also, I find that whenever I press the restart button on the case, or I exit out of BIOS and the computer restarts, the monitor just wont display, and the monitor power button will stay orange, which is the same when its taking 6-8 seconds to start up. Except when restarting, the screen never displays. So I have to hold the power button down to shut it off, and then turn it back on normally again.

Has anybody experienced or heard of anything like this before?

A PSU doesnt boot up, or cause slow boot-ups, so something else is wrong. Voltages could be wrong though.
