Make sure you have Turbo Mode disabled in bios.

But I would assume that if you set it in bios, then see it in core temp then its probably the speed its running at and programs like ET6 and CPU-Z are giving inaccurate readings

There is also a program called OCCT that stress tests and will give readings of temp, voltage and frequency

Its free, maybe give that a try and see what it reads

I have an i7 960 at 4ghz in a G1 Assassin. I'm not sure they'll work for you, but here are my settings:
Multiplier: 19x (211x19= 4.00ghz)
Features: Turbo=off, Cores=all, Multi Threading=on,C1E=off, C3/6/etc=off, Thermal=off, EIST=off, and the last one on auto or whatever it comes at
QPI=Auto (7.97ghz)
Uncore: 13x
BCLK: 211
XMP: Profile 1
SPD: x6 (1266mhz) (turning the memory up weirds things out)
PCIE: Auto
Load Line Calibration: Auto
Vcore: 1.35v
QPI/vtt: 1.575v
CPU PLL: 1.8v
PCIE: 1.5v
IOH Core: 1.14v
ICH I/O: 1.5v
ICH Core: 1.14v
Dram volts: 1.6v (My memory won't work well on less)

(If all your downclocking/thermal/tc settings are disabled, and you stay within certain voltages, you should at least be able to get to Windows without it downclocking the CPU. If most of your setting aside from the BCLK and Multiplier are pretty close, I'd be digging through your software. Gigabyte threw in some extra programs with the board that I don't use. Nothing "Green" should be running on a performance machine like that... unless you want an NVIDIA GPU, those are okay.)
(Last edit: Only turn all the cpu throttling mess off if you have decent cooling. It's pretty common knowledge, but please don't fry your equipment. :3 )
