GTAIV is extremely CPU dependant because it is a terrible console-port.

A mid range card with a lot of VRAM will run the game as well as any card around.

Yes it is. Like I posted before, GeForce GTX 570 have better performance per clock compared to Radeon HD 6970. This means, if you have Radeon HD 6970 and GeForce GTX 570 both running at same clock speed, for example 900 MHz, GeForce GTX 570 will win.
You don't have to worry about lower VRAM on GeForce GTX 570. It won't affect the performance at 1680x1050 or even 1920x1080.
Things will be different if you run Eyefinity or Surround at 4800x900 or high resolution.

I don't guaranteed you'll get better performance in GTA IV with GTX 570. Your CPU seems to be the source of bottleneck and cannot maximized Radeon HD 6900 series performance. It might not be able to maximized GeForce GTX 570 performance as well.
Instead of purchasing GTX 570, you can purchase Core i5 2500k and mid-class P67/Z68 board and overclock it. It will not just boost your performance in game, but also in application. And you can save power as well.

If you insist on changing your Graphic Card, just go with GeForce GTX 570.
