Assuming E0 stepping and that the p5q can do the needed fsb (most asus/gigabyte p45's could)

450mhz fsb x 8.5 multi @ 1.3v should get you 3.8+

471 x 8.5 = 4ghz @ ~ 1.33-1.35v

Some chips can do better on voltage, but you have to play with your other voltages to get your fsb stable.

IIRC, anything over 1.36-1.37v on a Q9550 w/ air cooling was getting into danger land.

Also, wanna keep temps under 70C max @ load.

I had a Q9450 once on 3.8GHz with Zalman 9700 cooler

Anything over 3.5Ghz is good resault for me, because it would be my first overclocking... I think that would be the best, Overclock it about 3.5Ghz for now, and later I will go little by little, until I reach that hot spot... : )

Q9550's don't throttle at 70C, I think it's throttles at 95C. Also many of the threads I've read say 1.45v is safe but the max you want to go is up to you. The 212+ is a great budget cooler and should get you to at least 3.8GHz.

Check Out a P5Q Pro TURBO/Pro/TURBO owners club (link is in my sig) as there are plenty OC templates for OCing a Q9550 on P5Q motherboards..

For a 3.8GHz OC template with proper testing methodology CLICK HERE

Just watch out for:

1. Keep Vcore under 1.40V (under LOAD, shown in CPU-Z)

2. Keep FSB Termination voltage under 1.40V

3. Keep North Bridge voltage under 1.40V

4. Keep core temperatures under 75C at all time and in any program/stress test.

Keep the VCore under 1.4 and the VTT under 1.4, and IMO keep the temp under 65C. For 4.0 you shouldn't need that much voltage honestly. Keep the CPU and NB cool, and don't get stupid with voltages. Do some research on your mobo and 45nm quads before you start, and stay smart.

You won't kill a CPU unless you overvolt it far past safe range and let it run hot.

Mine's been doing 4.3GHz 24/7 for a long time.
