Power supply question

Simple, will a 250 watt power supply be able to power these items 24/7.

I would have to say that 250 is cutting it uncomfortably close, or not enough period.
I haven't seen an Athlon machine with a 250w PSU since the K7

Also depends on what brand of PSU and current from the rails...
I say 300w will be more sufficient.

Well it does say the cpu has an 80 watt power draw, what other things would use 150 watts?

yes its fine... given that your 250 watt psu is actually 200-250 watts.

I m currently running a system that is AMD X2 4600+, ATI x1600, ASUS board, HHD all on a psu rated at 208w

The board will probably use about 30w, and I am gonna take a shot in the dark and say that the GPU will consume almost as much if not more than the CPU (we will just say about 90w), and hard drive/optical drives, usb accessories, etc., around 20-30w?

So 80+30+90+20=220w

Running a PSU around 30w from peak worries me, especially if it is a cheaper unit.

My hard drive sais it draws 8 watts and what would be a less power comsuming card as this is just for downloading

you should be fine... the cpu is 90 watts...but it will never be at 90 watts..your whole system if the above guy is correct is at 220 watts LOAD.... you will never hit LOAD. Given the parts you using I doubt you using this to FOLD or play BF3, so most of the time you be at like 20-30% load.
