Urgent! Need help (monitor issue)

Okay. So, my monitor has about 1/4 of the bottom of it as just a stretched and glassy version of the rest of the monitor. Any idea what could be wrong with it?
Found a picture of my issue:

Any help is much appreciated.

Looks more like half. Have you checked to make sure the screen magnifier isnt on? In XP its found under Accessibility, in Win7 under Ease of Access. Both are found under Programs->Accessories.

~2006 Inspiron? I remember having one of those. But that screen issue looks bad and probably would require a monitor change. Probably cheaper just to get a new lappy though.

Okay, first and foremost, that's not my monitor OR my computer. I said it's a picture I FOUND. Anyways, I think I'll just buy a new monitor, this thing (SyncMaster 931c) is pretty old.

Ok, well you didnt specify that it was not your monitor. I have a 931b that i just retired, thats been working near 24/7 for almost 5 years.
