Nope. NB clock, however high you can get it, the faster it'll be.
4.0GHz CPU, stock 2.0GHz NB
3.2GHz CPU, 3.2GHz NB
The stock clocked CPU with the overclocked NB performs better in most of the cases. NB clock speed makes a BIG impact, just as much as CPU clock speed or more. So the highest you can get it, the better.
Of course you do still want your CPU to be as high as possible too. RAM would be the last thing to worry about.
When you're all said and done, you'll want the best combination of CPU, NB, and RAM speed that you can get stable (in that order).
