Afterburner is not showing the correct readings. Reset it then uninstall. Reset CCC to Factory Default. Restart PC then re-install Afterburner. Do not change any settings in CCC overdrive afterward or whatever you set in Afterburner will be overrided by CCC.

To rule out the card, test it in another sytem. Try another PSU. Last, format C drive including BCD partition and start with fresh OS to rule out driver/registry related issue. I know you reinstalled but did not format the drive & BCD patrition?

I reset afterburner, uninstalled it, set ccc to defaults, restarted, reinstalled afterburner, enabled unlock voltage control and unlock voltage monitoring, restarted and now this is what Afterburner shows me: Core Voltage set to 1149 mV and the monitor shows 1.110 V. I tried to set the Core Voltage to 1200 mV and applied, the hardware monitor stays on 1.110 V:



I wasn't able to test with another PSU but I can check that tomorrow. I have a friend with a 700 W PSU running a 6870 atm where I can put my card in tomorrow.

wait why are you overclocking in both afterburner and ccc you need to use one or the other. there will be a conflict between the two what i did was uncheck the stuff like overdrive and fan control in ccc and just use afterburner to overclock. but is the 1.110 your load voltage or your idle when the card is in idle stage it should be at .9 or in afterburner .899 and on load which is really hard if you have one monitor should be set to 1.15mv. before you put the card in did you uninstall any drivers before you put the card in or is this your first gpu for the mother board. and one thing since you unlocked your shaders your need to put your voltage to 1.175 since that will run your clocks it will show 1.174 in afterburner. the only option if that all fails is the motherboard and reading that high of a mv gpu

@Gumby21 i didn't overclock, everything is a fresh installation after formatting and installing Windows. Shaders aren't unlocked, have the stock BIOS running right now.

Ok, i got news, just tested the card in a friends PC with the newest ati drivers. Same problems as in mine. Kombustor shows 1.110V under load and after a minute the PC freezes. So it's not a problem with my PSU or other components.
Problem seems to be that the card is stuck at a too low voltage.

I think RMA is the way to go. Can someone confirm that the MSI R6950 Twin Frozr III Power Edition OC should run with the stock BIOS on 1.15 (1.149) V. So, does it normally show 1.149 V VDDC in Furmark or Kombustor?

No, i didn't, i reinstalled Windows instead and tried the card in different PCs. Freezes everywhere under heavy load and Furmark or Kombustor show 1.110 V instead of 1.149 V. Adjustments at the Core Voltage in Afterburner don't apply. Trixx voltage is somehow locked to 793 mV.
I loaded the stock BIOS with GPU-Z and opened it in RBE:


Does that look right to you? Shouldn't there be the voltage 1.150 V displayed anywhere?

Flash it with 6970 BIOS from the link in my post then edit the configuration file. The stock BIOS doesn't allow you to midify voltage.

I flashed it, Kombustor now shows 1.150V but the system still wasn't stable, increasing voltage in Afterburner didn't help. I tried underclocking a bit (now at 820 MHz) and violá, perfectly stable with 6970 shaders. I think i can live with that.
