Excluding fans? Yeah mech HDDs I guess - but coil whine is another contender.

Fans? video card fans, like the 80mm ones, are really noisy when they spin up. especially the ATI/AMD blower style fans.
Not excluding fans? Air cooled GPU under load.
loudest part(s) in my case, x2 140mm frankin-case fans and x2 120mm fans on cpu cooler forcing air through 1 80mm exaust vent in rear of case

They are still louder than most parts even at those speeds. I would say GPUs are the loudest, then case fans or CPU cooler fans, then HDD and then quality PSU fans.

problem with tuning fan speed down is that temp's will start to rise... when sitting at a 1.2ghz oc over stock, all the air movement you can get is a good thing.... especially when the internal dimensions of case measure 14.5" (L)x 14.5" (W)x 6" (H)

my custom cube till I move everything into a full tower when I get my h70
