Internet video streaming halting problem. Any insights?

Okay, so my wife's Media Center Pc has this annoying habbit of halting playback during video streaming from anywhere over internet.

This happens with Hulu, cbs, nbc, abc .com's We do not subscribe to netflix.

Updates are current....
Running Win7 Ultimate x64 SP1 clean, fresh install (less than 3 weeks old)

PC is a stock HP Media Center Edition m8304f with a replaced HDD of a Hitachi 7200rpm Sata II 1TB

Internet connection = Max DL Speed of 28mbps
Max UL Speed of 5mbps
Results from speedtest.net below


Attached are screen snips of installed programs.
I hope someone would be able to help me fix this annoyance before my wife takes a 2x4 to the pc and I have to build a custom one.

First i was thinking "Oh, he probably just needs better web". Nope, that CANNOT be it with speeds like that! Have you tried going back to an older version of Flash Player? Do streams that use Micro$oft Silverlight?

As far as I know all streams use flash, I have gone forward from updated flash install off adobe web site, I even updated to beta player.... I could look into down grading flash, but I think that may cause a problem with cs5.5

What web browser does she use? I was having a very similar, possibly even identical, problem using Internet Explorer. I switched to Chrome and playback has been much smoother. I'm not exactly sure why but it worked.

has been persistant on both ie9 and chrome, I am not sure if she has tried firefox though.... will ask her when she gets out of shower

Did you ever get this figured out?
If no, my next question would be what is she outputting the video to? A computer monitor? What's the max resolution?
A TV? In 720p or 1080p?

The interwebs tells me the general specs of her machine are:
Network interface
Ethernet 10/100BT integrated network interface
Video adapter
NVIDIA GeForce 7350 LE graphics card
Video RAM
128MB dedicated graphics memory, TV-out, and DVI capabilities. Up to 400MB Total Available Graphics Memory as allocated by Windows Vista™
Compatible interactive TV services
NTSC TV tuner, over-the-air ATSC high-definition television tuner, and FM tuner (antenna included)

Choppy video playback can happen for a lot of reasons. That video card is probably number 1. I'm honestly not even sure that 1080p HD video was invented when that video card was. 10/100 ethernet connection could be another. Your home cable connection can ping high but the line into her machine is limited in bandwidth.
That's not to say that all is lost on that computer. Both of those things can be upgraded for cheap these days. You don't have to spring for the best.

I can't find any stats on this computer. What processor does it have.? How much RAM? Wired or wireless coneection?

Have you looked in task manager to see what CPU usage is?

As punjab asked, what is your video resolution. Does lowering it help?edit: is it the OEM HTPC listed in your sig?
If so, then it is not a CPU (q6600) or video card (8800gt) problem. Looks like your outputting either 720 or 1080 to the 32" LCD, correct?
That really only leaves something going on with Flash or something with your connection from the modem to the computer. If it is wireless, that would definitely be what I would look at, if wired, check the cable and settings in the router.

For some reason everything works great with firefox browser, but ie9 and latest chrome it's a no go... thanks to all who have responded
