Maybe ur card is in its last legs.
I have had cards thaqt have done it from new and lasted 3-4 years. I had 2 EVGA 9600GSO's that 1 did, the other did not, and they were on the same computer.
It may be something in the cards BIOS or some interaction with drivers and OC programs that does it. I have no idea truthfully.
I do know itis noting to worry about, but is a curiosity when it never did it before and suddenly starts doing it.

A new PSU should have nothing to do with it.

i have a gtx590 and do this every time i start my computer . you dont have to be worried about that...
