OP to clarify one thing:
1. you don't need anything close to a 600w or a 500w, you need HALF that wattage
2. if you're using smart response, then you are going to choose a cache drive, or youre using the primary drive for an SSD purpose, in which case keep the Crucial M4, but unless you wanted your dad to have BOTH a speedy OS drive, and a speed.....ummm data drive....? then it doesn't really make sense to purchase both a cahce and a primary os ssd. imo

I would build a Athlon X4 or i3 2100 rig with onboard graphics, anything more would be overkill. I built a rig about a year ago with an Athlon X4 + 785G motherboard for basic office work and it works flawlessly.

As others have mentioned, any dual-core system with integrated graphics and 2gb ram would be plenty for what you described. Heck I'm typing this from a computer with a single-core Cpu and 768mb of ram. Can't tell the difference from my sig-rig.

Wow really? It thought it needed more power than that... Anyway, since I have never used smart response, can the ssd being used for it also be a boot drive? I thought I could not (reason for 2 ssds) also I think he will need the quad core (reason for 2500) (oh and btw you can't oc a 2500, thats what the k is for )

Smart response stores commonly accessed data to an SSD but pairs with an HDD and I dub it the lazy mans management method since intel does all the data management for you. As a cache drive it boosts the speed of your access because it is stores in the SSD but I dont see why you get 2 unless:
1 drive you use for OS and that is the LARGE crucial m4
Drive 2 is a combo of a 7200rpm for and SSD <64gb. But you'd only need that kind of a setup IF you want a fast os and important program drive and but also want spare data like movies accessed quickly but it will only store up to how much storage your SSD (in your case 30gb) of the most commonly accessed programs. Which after 30gb it will be on the hDD so having that combo seems pointless if you already have an SSD.

End of story just get a large SSD and a storage HDD. Without a spare cache drive.

A quad core isn't necessary, nice if you're doing a lot at one time, but not at all necessary.

Thanks for clearing that up

so just the hdd and ssd.

Again he wants it as fast as possible and he does multi task ALOT so I still the the quad core =

Not true.

Check out my sig rig. It gets bloated as hell after more than 10 tabs are opened on Chrome in conjunction with Outlook, Word and Excel. 2GB memory is way too little. Page filage gets filled up...and everything goes downhill from there.

Mind you, Windows XP over here.
