Okay this is by no means a professional review or anything like that. I am just a consumer that wants to share his thoughts and test results with the OCN community. I hope you find some of this stuff useful if you plan on buying these fans. Thanks again for looking!

Now to the pictures of the fan! (yes I know my camera sucks... DEAL WITH IT) The fan is a bright orange, I like it. I understand that this is just personal opinion. One person may hate it and another may love it. I stand indifferent as long as it provides good performance.
Front of the Fan

As you can notice there are teeth along the edge. I have no idea what they do, but my guess is that they force the air to focus in whatever direction they are blowing.
Here is the back of the fan

As you can see its quite plan. You can notice that each corner there is a rubber padding to prevent vibration. It is quite sturdy as I had to poke Noctua fan clips through it and it did not rip or was damaged at all. Also, the cable is sleeved a bit shiny/sleek black. It is done pretty well and it a 4 pin PWM fan to allow fan control.
Here is the accessories that came with the box.

Just a 4pin to molex adapter with 4 metal screws and 4 rubber screws to prevent vibration.
And here it is installed into my case!

I went from stock NH-D14 setup to 2 cougar vortex fans on the outside and leaving the noctua stock fan in the middle.
Here are the test results from running Prime95 for 30 minutes while letting it cool down for 30 minutes in between each test also measuring ambient temperatures as well.
All measured in Celsius
Ran i7-2600k @ 5GHz 1.43v

Conclusion : They are very quiet, but one of my fans makes a slight clicking sound that I can only hear if I put my ear right next to it. My other one does not click at all so I don't know. They are as quiet as they say. I can barely hear them and are as quiet the the noctuas. The bearings don't seem as great as the noctuas, but the design on the Cougar Vortex fans are superb. I personally think the design is what allows them to push so much CFM at low noise. And Trust me they push quite the amount of air. I would imagine they would be great rad fans. Overall A+ . Would recommend to looking for AP-15 (gentle typhoon 1850 rpm) alternatives. They are 16.99+ 2.99 shipping, but be sure to use a newcustomer10 coupon!
