It hasn't got a 7200RPM HDD but it's got everything else. Seems perfect for what you are looking for.

EDIT: Found this one as well. I don't know much about MSI laptops but it's cheaper than the Sony and its got a dual core i5

Vaio is a really sleek design and a great notebook. It just seems the prices are always higher on them because they are a SONY! Those are both great options, and the best thing is they are at Best Buy. That gives him something to look at there. Micro Center has a few Vaio's in their ad they mailed to me with good specs for under $600 too.

You could pickup an external 2.5 sata usb enclosure while your there and give him the old drive to use externally for backups or additional storage.

This is my point! Luckily, he has an external USB HD I convinced him to buy about 4 months ago to backup his hard drive.

This is a great suggestion, but it is almost the exact same notebook for +$150 with a bigger 5400RPM hard drive. Since he has the external drive, don't you think my pick with a 7200 RPM WD Black and an extra 4GB stick of DDR3 to run dual channel would be more wise?
