What is causing slowdown in GTA4?

I'm playing GTA4 with relatively modest settings (Most to high, but no night shadows, and draw distances of 40ish) but I'm still getting slowdown to 40 fps and less in some spots.

I don't mind too much, but I can't figure out what is causing it. My GPU's not maxed out (It only gets to 85% usage at most) and my CPUs are never peaked. What's causing the drop?

My initial guess would be from only what I've read on this forum, that the game is terribly unoptimized for the PC.

Yea its not too great on pc, i play on medium settings and get i guess decent frames

Is your main HDD a WD green???
Those are slow and meant only for storage/back-up only. It will affect gaming to read of those files on there.
That could be the cause of your first problem.

Found that if you OC your CPU, that you will get better FPS. GTA IV uses both CPU and GPU to render the game.
test to see if your ram is not causing any errors.

It could be your hard drive. I do not think it would have that much of a effect. But you should get a better primary hard drive. Those drives dont last to long.

Yeah, I'm on a new HD. Obviously what happened in Thailand put a pin in that. That said, I get it even when I'm not moving, so I don't think it'd be reading anything from it then.

It seems worst during rain and sunset, so I think it's some kind of rendering, but I can't understand what it's maxing out.

Drop the shadow settings. I went from Max to High and gained a shed-load of fps back.

Not being at 100% overall cpu usage on a multi-core CPU doesn't mean you're not getting CPU BN. GTAIV only fully uses 2 cores, and gets some usage from a 3rd in most scenarios.

Basically it's possible that you could be getting CPU BN in this game, if you're at anywhere between 50% and 75% overall CPU usage, and 75% (+ incidental Windows activity) is the most you should expect to see.

And keep in mind that the individual core usage you see in Task Manager doesn't 'mean anything' in terms of 'how many cores is this game coded to run on'. I.E. if you're running a game and see 'action' on all four cores, it doesn't mean you're playing a game that coded to run perfectly on all 4 cores, and hence you'll get no BN unless you see 100% overall CPU usage.
