No, casual gamers that would like to own a tablet computer are able to get "sufficient" gaming experience whilst purchasing an entire package.

They should sell iPads then. I think iOS is an outstanding gaming platform personally.

The only problem is that they would never be able to keep apps pre-loaded on the device like they are trying to do, with iOS. The only option that could possible work with that is setting the iPad to backup from an iCloud backup of that image with those games/apps.
