I'm sure something would go wrong after prolonged usage at that RPM, but should be fine for benchmarking.
I never needed to run at 100% for my OC. I was only running 1000/1400 though. Only needed a small bump in voltage.
I can't remember the voltage now. I really don't OC them anymore. I didn't see a major gain, mostly a few FPS.
I made a custom fan profile. The highest my fans would have to run was near 70%. They could run 100% if needed, but my cards never went over 65c.
