Graphics problem?

So I'm having a minor issue when playing games on the PC.

On every game I play, during fast movements or such, there's a horizontal line in the middle where the graphics don't line up, its like split. I've attached a picture of what I'm talking about.

Is it a settings issue, or a hardware issue with my graphics card? I'm using a XFX Radeon 4980 that I bought over an OCN member here who used for about a year or so.

That's screen tearing, this can in most cases be solved by enabling V-Sync.
