Some noob OCing questions

Hi I'm trying to OC right now and I have the V.core set to 1.4 in BIOS.
However, when I look in CPU-Z, the core voltage seems to be sitting at 1.352 or less...

Also, when I run the IntelBurnTest, the clock frequency goes DOWN at times (to 4.0ghz, 3.8ghz, etc.), even though my OC (4.8ghz) stays at 4.8ghz when I'm idle.
It is here, when I see the core voltage even drop to 1.28, 1.30, etc...

So why the fluctuation and the V.core never seems to sit at what I'm wanting it to (1.4)?
I have SpeedStep, and a couple of other settings disabled as well...
I think this problem is hindering my OC, do you think so?
Any diagnosis? Thanks..

Well the fluctuation in the vcore is due to vdroop. I don't think it is normal to drop by .05 though. Mine usually drops by .010 at most. You must have also disabled turbo mode and that's why it is running at 4.8ghz constantly. If you want the least amount of fluctuation you want to do offset mode. There are many guides for doing offset that I'd recommend looking at. But dropping to 1.28 from 1.4 is absolutely insane, I'm not 100% sure why it's doing that. Usually means the board sucks for OC'ing but a lot of people seem to like the ASRock so I'm not sure on that.

Thanks for the reply.

Another question I had was, what is the difference between SpeedStep and Offset?
Both seem to make the CPU hold back on voltage and clock speed when idle..
Right now I just set Offset to +0.100. Does SpeedStep even do anything if I were to turn it on as well?

If you enable speedstep in the bios that will not allow your core speed to downclock while at idle.
Using the offset voltage's with these boards will give better control over the vcore and way less fluctuation.

With any new motherboard release their will always be a glitch or a much needed bios update because as with most companys have expected launch date's

As far a the ASRock extreme4 gen3 sucking at overclocking,......I believe people that say that are misinformed.
