Just try plugging in a card.
I had the same issues on my p4 when i tried to plug in a pci geforce fx 5500. It didn't boot if I didn't configure the gpu settings from the BIOS.
So I would boot with the card(or onboard, whichever is functioning) and then switch the settings in the BIOS.

First check all the connections on the board the 24pin mobo and the 4pin cpu.

Re-seat the ram and try again..

If that fails to work re-set the cmos battery or the jumper and see if that works if no go, then make sure nothing is making contact on the mobo that shouldn't be.
