Yes and the Antec High Current Gamer 520W would be well more than enough too. (If somehow they're talking about the Neo Eco, that's just a slightly cost-cut version of the same, so also okay.)

A side note, but on 1920x1080 resolution--and often higher, at least in many games and without lots of AA--the HD 6950 1GB version is just as good as the 2GB version. The 1GB extra VRAM is the only thing that's different, and it will go unused at most single monitor resolutions.

Yeah that is a great PSU and you have enough headroom for a second 6950. And you could even unlock both of them to 6970's too
