38c is pretty low but generally a uni sink will give you a better core temp then a regular block. Because all the cooling is focused on the core. So yes you will see excellent core temps with a uni block. But you won't really know where your vrms are at.

thinking of getting a lamtron touch fan controller it has 6 temp monitors so I can put 1 or 2 on the ram vreg to keep an eye on them

also my haf-x has a 230mm fan in the side panel blow directly on to the gfx card so plenty of air over the sinks

if that's the case i think i'll have to start looking parts for my non-reference card, but i'm not sure what kind of passive heatsink i should use? or is it all the same for those who use a uni waterblock for GPU?

Memory heat sink .

Universal WB on 6970 dcii

7970 has been launched,
There should be no vendors will produce 6970 dcii full cover water block.

What did you use for thermal on the uni block and ram sinks im thinking of going this route.
