i want to know how much power does a 5400rpm and 7200 rpm hard disk consume

If I remember correctly when its running it is less than 10 watts. More power is consumed when the drives first spin up though. I'm not exactly sure by how much

About 10.5W at idle for a 7200RPM and a little less for 5200RPM

Generally, it will say on the label somewhere. It may have a +5V and/or a +12V number (it generally uses power from both rails), usually both, and the wattage from those numbers combined is the total. I'm not sure if it's the peak or average, but it should give an idea.

Most HDDs are between 4-10 watts.

Some like the Spinpoint F3 idle as low as 3 watts, and climb to about 8 watts when super busy. Green ones may be a tad lower at idle (2.5 watts?) and peak at nearly 7 watts. Most 7200RPM drives idle closer to 5 watts and can climb to up around 9-10 watts during extreme activity. The WD 2TB Black is one of the most power hungry 7200RPM drives - it idles at about 5 watts and can consume ~11 watts during extreme disk activity.

Most PSUs are not totally efficient, so pull from the wall may be as high as 15 watts per drive. Older less efficient PSUs would be higher, which is where the "30 watt" estimates came from. 11 watts @ 80% efficiency = 14 watts, but 11 watts @ 50% efficiency is 22 watts... plus, some older HDDs were huge 5.25" things, and it's anybody's guess how much they consumed.
