OP it's renderperfoverlay that's locking your FPS, not something else. The command you removed is the best one.. no visual changes yet boosts 30 fps? wth ^^

It didnt do anything for me at all.
Im running 1080p, Ultra setting selected ingame, FOV 75.
Also the Perfoverlay you mentioned thats in the config.... Isn't that to do with the the onscreen GPU & CPU graph ? it probably just disables it from running/collecting the data for the graph. It doesnt limit FPS in anyway.
As for some of the other commands in this config.... and the claim theres no impact on visuals.
PostProcess.DynamicAOEnable 0 = Disables all HBAO and SSAO in game
RenderDevice.Dx11Enable 0 = Disables DX11, so probably disables all tessalation etc
WorldRender.MotionBlurEnable 0 = Disables motion blur
WorldRender.FxaaEnable 0 = Disables post process AA
WorldRender.SpotLightShadowmapResolution 256 = Makes shadows around lights look crap.
All these have a big visual impact on the game.
Theres some other useless commands in there aswell...
Vsync command to off... Why not just set it to 'off' ingame.
The only one I have used is one to disable triplebuffers, I have set my render ahead limit to 2 in NV control panel, made the game feel smoother for me as before these it felt a bit jerky in those 45 fps areas. Now they feel better.
