I would get your second GPU, and put it in the top slot. The temperature difference is noticeable, but it is just a few C, nothing crazy. You should be able to overclock it without adding a fan even.

If you want to lower the temps a little bit you can try rigging up a fan nearby like others have suggested, but I don't think that would be necessary.

My cards are right on top of each other as well. It's far from ideal but it doesn't mean you can't do it. I made sure there was cool air coming from the front and made a custom fan profile and my top card maxes at 86.
