When AMD Benchmarks their video cards - do they use CPU limited test?

Can you elaborate on what you mean by this?

Generally it's consider 'good form' when doing GPU benchmarks to create scenarios that are not likely to be CPU-limited (i.e. high resolutions and settings, which in turn lead to lower FPS, which in turn lowers probability of being cpu-limited).

However, if you want to test CPU performance while gaming specifically, it's logical to run benches at lower settings, which increases FPS, and increases probability that CPU will be a limiting factor. This allows you to better compare the gaming performance of different CPU's. Although this method is arguably flawed, since IRL an enthusiast would never run the settings so low while gaming.
