I think that is correct but only under certain conditions they throttle the bandwidth actually like the 10mbps or 15mbps service - under normal html browsing of web pages no. but on downloads - (torrents, game downloads, steam games, music, full movies, things like that) they do after a certain period of download time its a complicated equation on how they figure it , but if your downloading a 1GB file and they give you 900kbps -1.1 mbps for the first 600MB of the file then they throttle you the rest of the 324 MB depending on the bandwidth of the node your on. It's all up to them and the bandwidth available on the node your connected to. They do it so they have enough bandwidth available for every cust on the node at any given time. but if your the only one on the node then you might not even get throttled ..but that rarely ever happens lol
