Battlefield 3 FPS drops drastically from ~70 to ~30 when 12x scoped/zoomed on some maps

Thread Starter
So I finally unlocked the 12x sight for a weapon last night and was derping around on Caspian Border.

I noticed when scoped into certain directions (for example, scoping into E from C), my FPS drops drastically from ~70 to ~30... was wondering if this was normal? Does anyone else have this problem?

System is in my sig below. Does my motherboard have anything to do with it? My motherboard is only PCI Express x16 V1.1. Is my system drastically bottlenecked somewhere? I didn't think a 3.4ghz Core 2 Quad would bottleneck a 6950, as I just ugpraded from a GTX 285 to play BF3. Unscoped with my in-game settings below, I never really fall below 60fps.

Resolution in game is 1920x1080 with all settings on high, vsync off, AA off, aniso 16x, motion blur off, and SSAO. Using AMD v11.10 WQHL drivers.

It happens regardless of resolution or settings... so I'm stumped. Any ideas? I fully formated before I installed the 6950 so there are no previous driver versions on my computer. Windows 7 Ultimate 64bit is a legitimate non-pirated copy.

pci express x1 16 is same as pci express x2 8, no bottleneck there.

Although, it may be the aging Core 2 Quad itself, BF3 is hungry for CPUs and is not satisfied unless it has at least an overclocked Phenom ii x6 or i7 from Nehalem and further on.

turn terrain quality and decoration to medium. even with crossfire 5870's it was doing this - so I guess these options put a huge strain on the gpu. turning these to medium instantly did the trick for me and I really don't even notice a difference

Most likely it's viewing distance and when you scope in it has to render everything that wouldn't be visible.
