Painting case panels

So I need to paint a few Large panels.
On this panel it has some bare metal where I hand to sand it to the metal so the expoy would stick.

I dont mind how rough my paint job is as you canot see the panels from the out side of the case as they have plastic covers that go over all panels.

do i need to sand the whole panel to the bare, or is it better to just take the paint off finishing at 800 grit? apply primer, paint and then clear coat.

also for large panels like this, when painting/primering them. do i have to do both sides at the same time? or can i do one side, let it dry, flip it over then do the other.

if i have to do both, what is a good way to elevate the larger panels so i can cover the whole thing without it sticking to something like a coat hanger lol.

i read somewhere that lego blocks can be good to hold it up.

also what about grills on panels, where fans are, do u have to sand in side them with like rolled up sand paper or something lol

either way, where does epoxy fit in? i say no to epoxy.

of course you can do one side at a time.

and for f's sake, who cares about legos...use common sense.
