Skyrim is coded so it never used 100% of a good CPU even if it needs it.

Agreed, but everyone keeps saying it only uses the first two cores and the rest are offline pretty much. Hell BF3 won't even use 100% of all my cores :/

I'm running a 2500K overclocked to 4.1 with two 6870's in crossfire and my FPS were dropping down to the low 20's in Solitude. What you guys said about the shadows makes sense and I maxed out all the settings except for shadows, which I put on medium. The game is working flawlessly now and I'm getting 60 FPS in town. There is still some microstuttering, but that's nothing compared to being able to run the game with effective crossfire.

I will confirm 12.1 Preview drivers fixed a LOT of issues over the original 11.11 drivers. Much better scaling. Still not full usage, but running dual 6970's on a single monitor for Skryim is overkill.

I wonder what happens if I put shadows on low...
As far as graphics go, shadows are nearly my last concern. As long as they're roughly...there...I couldn't care less.

I also have crossfired 6870s, a CPU overclocked at 4.1 and have shadows on medium but i'm still getting dips into the 40s, mainly in Whiterun and Riften. It's not really a problem, in fact it's hardly noticable, but it's sort of become a challenge to get the game to run at a solid 60, and i still haven't managed it.

Just double checked my frame rates for Whiterun and they dip down to about 40-45 for portions and then go back up to 60 depending on what part of town I'm in. Whiterun seems to be one of the more demanding sections for some reason and I do notice when it drops from 60 to 40, I lose the really smooth flowing. Nothing too major, but its still noticeable.

I used
Code:
fShadowDistance=0.0000
fInteriorShadowDistance=0.0000
fShadowLODStartFade=0.0000
To disable shadows and did the disable vsync, went and installed the 12. ati beta drivers, went from 40-55 to 85-110 fps is most places.

ADD: On ultra with FXAA enabled.

:another edit, my sig shows me using a 22 inch monitor but that is incorrect, I try to update and even deleted and recreated my rig, but for some reason it keeps showing me using a Thermaltake case the 22inch monitor and a G5 mouse. When i use Corsair 500r, a G9x mouse, and a Samsung SyncMaster P2770 27 inch monitor.

I like those Samsung monitors. I'm using the P2370.

I'm currently running dual 6970s, and an i7 920. I've used drivers 11.11, 11.11a, 11.11b, 11.11c, 11.12, and 12.1, all with, and without CAP3. My dual card performance has at best been the same as single card, and trying to force any graphics settings in Catalyst, or trying to use ARF friendly or 1x1 Optimize mode in the 12.1 drivers makes the game unplayable, ie. 3 fps, and lines on the screen, flickering, and crashes. I read what everyone has said about it being a CPU bottleneck. So I went from clockspeed (2.6 Ghz) to a 3.2 Ghz OC, even OCed the RAM, but saw no FPS improvement whatsoever, with single or dual card. The only way I've been able to get the game "playable" is using a single card with 11.12 drivers, and I still get FPS of 15-20 in cities and some outdoor environments, as well as a ton of screen flickering in underground environments. When I tried using the 12.1 drivers with single card, the game locked up every 15 min, but performance was otherwise the same.

BTW, with every time I installed new drivers, I did express uninstall, and deleted all traces of AMD/ATI from the computer (including registry) before installing the new drivers. In a couple instances, I used a clean installation of Windows. So far, no success with dual cards, and like I said, mild "success" with one card.

Any help would be appreciated, lol.
