You're probably cpu bottlenecked since the game is horribly cpu bound. For ex, while only two of my 3/4 cards are utilized, the usage is maxed on each card.

i loaded into whiterun, ran around, then sat at 18 fps and 50% gpu use for a minute

it doesnt really look cpu bound to me but it could be. its on an ssd but it chokes really hard loading textures and i think that is the cpu
what do you think

Whiterun is bad optimized. When i play from my 965 my fps go down. When i play from 3970k the same but not too much drop.

ARe you getting any scaling though?

I get usage on my cards even with older drivers, but no scaling as far as I can see.

i installed 12.6 cap1 and went to 3d app settings, the <<new application>> dropdown was blank, showing there were no saved profiles
i selected amd predefined crossfire profile and set it to tesv.exe
launched the game and was getting full gpu use on both cards
closed ccc and mom
relaunched game, only got about 60% usage
launched ccc, there are now two tesv.exe profiles, one old (which i thought was obliterated when i installed the new cap) and one new i just set
still only getting 60% usage

Any updates? Using 12.7 and in quad-fire only my first two 7970's are being used, and only like 60% usage to boot.

just installed all my old drivers, both chipset and GPU related, and are reinstalling it all now. I managed around 35-60fps with skyrim on ultra with a fx-8120 and only saw avg of 60-70% usage on either chip. im running a 5970. ill try the new fresh driver install and the profile and post some results. i havent played skyrim in months and figured id jump on it again but its my first time with this car. i almost want to say it played better on my GTX 480.

Skyrim is heavily bottlenecked by cpu, so 60-70% gpu usage is absolutely normal. Heck, even my solo 5770 has 50% usage on ULTRA settings (without AA)! Fire up 8xAA and install some visual mods to get most out of your crossfire setups.

PEBKAC? All my 4 X 7970s are working fine with Skyrim and 12.7.

Are you using 12.6 CAP1?

Um no. I've tried all 12.6-12.7 drivers and all caps and Skyrim is locked to two GPU's. I'm running just a bit more unique setups than yours. 5x1 120 Hz portrait has a way of changing the game... But it's more than worth it.
