CPU or Mobo fried?

I built a new sb rig for a friend of mine. We had it up and running, installed windows and everything was good. We were transfering some files between hard drives and he plugged in a turtle beach headset in the front panel. Audio, mic and a usb. Well the computer just shut off and started this re-booting loop where it would power on for less than a second and shut right back off. First thought was we shorted something out. Ive removed the mobo from the case and it still does it, I tried each ram stick, still does it. Different power supply, still does it. So now im down to the mobo or the cpu. The only reason I think it might be the cpu is when I took everything out i noticed that the heatsink wasnt screwed down all the way. Its a noctua d14.... So i thought we may have overheated it and messed something up. Im at a loss here so before I we go trying to rma stuff I want to see if anyone has anymore ideas.

Yeah this is a weird one. I'd be interested in the outcome as CPUs as pretty robust.

i dont think the CPU is dead , if the CPU was in high temp it would shut down and that's it... looks more the MOB cause than the CPU.

try another MOB with the same CPU and see if the computer turn , if not do the opposite.

LE: Nvm. Haven't read everything xD. The cpu can't be fried because at ~80 or 90degrees it auto-shuts down. The only problem i can see is the mobo. You could have damaged it from not screwing that Noctua into place... (it's quite heavy and the mobo bend and could have shorted on the case and fried itself.
