Skyrim low GPU/CPU usage and low FPS?

The game was using less than two full cores with 31 percent GPU usage and 28 FPS.
The game is poorly multi-threaded?

While the game has telling signs of being a console port (no vsync option in game...really?) your issue must be with your system. Even after maxing out every option in game and forcing AA (it's broken in game, only FXAA works) I don't get fps that low. Reinstall your drivers.

That it does...
It relies heavily on CPU power because less than a core is used to feed the graphics card.
