If you just need a simple GUI for you application I'd suggest Qt. It's very easy to make a GUI with Qt Creator and C.

If you are just learning programming, starting with a high level language like C# might benefit you. I am not sure why I did not recommend that is the first place, but oh well.

I really can't see much value in trying to write the entire program (GUI + logic) in pure C. C was never really meant to support full-blown graphical interfaces, and as a result the amount of code necessary is huge and tedious. You're much better off creating/writing the GUI in C#/Windows Forms, Qt, or something similar. If your business logic is performance sensitive you can write it as a library/DLL in C/C++ and call it from your GUI.
