Should I be able to stream?

These are my speedtest results : 135 , yet even while streaming in low quality at low resolutions, the games I play become unplayable because of low fps. Is that normal?

You have a comma added onto your image, so it doesn't work when clicking it. Anyways, your upload isn't very good... I'd lower all your stream settings including the resolution so you can successfully stream.

What program should I use and should it be possible for me to stream at 1280x720?

I think it's recommended that you have 3MBs to 4MBs upload to stream anything above 480p. It's also a combination of bit-rate and resolution I guess. 0.95MBs is about 950Kbps... That gives you 950Kbps to stream with and you probably wouldn't even want to use but half of that I would think it would make you lag if you did.

There's a couple options... Depends on what you prefer I guess. Most people use Xsplit which you can find at http://www.xsplit.com/. Xsplit is in beta and at the moment is free, but later down the road you will have to pay a yearly fee. Another option is using Adobe Flash Media Live Encoder (FMLE) with VH Screen Cap (VHScrCap) you can find FMLE at http://www.adobe.com/products/flashmediaserver/flashmediaencoder/ and VHScrcap here http://download.cnet.com/VH-Screen-Capture-Driver/3000-2169_4-10436367.html
